Space tourism != space exploration.  We've been to
LEO; now we're pushing towards making it so we can all
go there.

That said, exploration with economic incentive could
definitely work.  It's just that this label applies
more to asteroid or lunar mining than simple access to
orbit.  (And this isn't even getting all the way to
true orbit, just to orbital altitude.)
