As I said before, something like what I proposed happened a few years 
ago when Asia was a big promoter of spam.
I (and presumably lots of other people and companies) set their filters 
to automatically delete everything from HK, Taiwan and Korea.
It got to the point where the govts there decided it was beginning to 
hurt their legitimate businesses and the amount of spam from those 
places plumetted.

I don't recall receiving any declaration of war from Taiwan.
All I am proposing is a more formal and regulated response along similar 
lines.
