Because most of the countries with resources to do so,
have put it into disaster prevention or abatement
instead.  Tsunami warning systems, hospitals, 'quake
resistant housing, that kind of thing.  (Which is
better: to have hundreds of thousands dead and more
hundreds of thousands suffer then be helped, or to
have no or a few dead plus a few inconvenienced?)
Granted, they are the main beneficiaries of their
spending - but then, investments are usually made with
an eye towards one's own benefit, not primarily the
benefit of others.
