It has been at times in the past so I think we could say yes.

You could depressurise the orbital module seperately to the Re-entry
module and use that as an airlock.

[I'd also add that would adding an airlock to it be such a big deal that
it prices the Soyuz out of this repair mission?]

Nitrogen Tetroxide and UDMH which is similar to what the Shuttle uses.
