Here, though, you have to consider where you draw the line. If he "foolishly squanders it" by travelling the world in luxury, is it really squandering?  The people who work to make his life comfortable and who are recompensed for it (i.e. waiters, bellhops, hotel maids, etc.) certainly wouldn't think so...

The point I'm making is that its generally a Bad Idea to put arbitrary government controls on these sorts of things.
