Of course it is.
They'd be stupid not to take this opportunity to get nukes.
The US is bogged down with the Iraq invasion and unlikely to risk anything
substantial in the near future.
They have also seen that having nukes is the only guarantee of *not* being
invaded. See N Korea for details.
