There are several sources of incompleteness.
"Only the theory decides what one can observe."
is perhaps the main source.
But sometimes the theory cannot even decide
what one can observe, and one needs a superselection
rule, or a new principle, or whatever..
Not to mention Anthropic Principles, etc.
