Uh, most EMP that is not *extremely* obvious (e.g. nuclear pumped,  
monster flux compression generators, and similar) will not  
permanently disable a vehicle.  In the worst case, it will cause a  
bunch of bit-flipping errors that cause the system to crash.  It is  
pretty hard to permanently kill electronics with EMP.  DIY "stop-a- 
vehicle" EMP is pretty simple and you can find plenty of how-tos; DIY  
"permanently-stop-a-vehicle" EMP is quite another matter.
