All cultures are like developmental stages that real people not "Them" 
go through.  Some lead to a stillborn civilization.  Some (all?) are in 
some respects toxic.   Some are a clear danger to their members and 
others.   But one of the types of dangerous culture is the type that 
goes out to cull the rest.   But most certainly cultures can be graded 
as to potential, internal living conditions, costs and benefits to other 
cultures and so on.
