Yes, one where everyone would wait and wait and wait before publishing.  Things would move extremely slowly as most would opt to only publish their ideas probably posthumously.  Of course, some might welcome this, arguing so that so much less garbage would be published.  I'm sure that would be, but only after losing so many gems that'd languish in someone's drawer or drive...
