I'm pretty sure Anders and Robert Bradbury, among others. kicked this
around and came up with some numbers. The relevant parameters are
presumably processing speed limits and the speed of light. On the face
of it, an orbital gas of spheres that each comprise a Mind (with its own
many dedicated partitions) would be optimal, and those in turn would
form a sort of community perhaps comprising slow tides or fluxes of
megameme mentalities. Allow the latency to grow too great and you'll
risk the Revolt of the Modules.
