About five hours after I made that comment, I see this:

100 dead in stampede near Indian temple
January 14th, 2011
05:51 PM ET

One hundred people died and 14 were injured during a stampede near a
religious temple in southern India, the home secretary of Kerala state said.

Oy vey. One thing that immediately jumps out is whenever there is any
dangerous incident where proles are physically damaged, the ratio is usually
about twice as many injured as there are slain. So when you see 100 dead,
14 injured, this cannot be so. Depending on how "injured" is defined, there
would be about 200 injured by an American definition. If anyone could
actually be held liable, then there would be a couple thousand injured. If
on the other hand, no one is liable (such as in that Florida cat fight I
posted yesterday) then there are no injuries, even if some of the rioters
suffered life-threatening non-injuries.

In that case of course, there was no crime committed: it was an amateur team
boxing match, in the heavyweight division.
