Possibly. Same as the New Deal for the US, announcing the upcoming default
before the end of Obama's administration?

Seriously, URSS probably had a fighting chance until around 1970. Then, it
actually went on expanding its influence in the world, but this was just the
momentum of a slowing-down revolution. Already in the Brezvev era it was
more into doing business with the US than competing for world domination any
more.
