[ExI] Two Japanese reactors on red alert

TV here is saying that they have containment, but temps are 150% normal and
rising in the worst one. Coolant levels are low, with more coolant en route
from the US. They're saying they may have to vent some "very low radiation
vapour" to reduce the pressure. Sounds bad.
