It's an interesting idea, and not too far from what's being
proposed these days.  But that was proposed in 1994,
and it doesn't seem to have left the drawing board.

Its main problem appears to have been, it was
proposed to the government.  It would not result in huge
profits to government contractors, therefore it was not
funded.

IMO, the only chance something like that has to be
developed, is under circumstances where it doesn't need
the government to fund it.  Otherwise, history shows that
the funding dries up at critical moments, or never gets
approved to begin with.
