Probably because few think that that can be the true explanation for these

 An error of 60 nanoseconds would correspond to 18 meters error in
position.  GPS is regularly accurate to 2 or 3 meters in real time with
moving vehicles.  By collecting and averaging data over >24 hours at a
fixed position, it can achieve well below 1 cm accuracy.
