Paradoxically, everything that is being done to control health care costs
actually go towards defeating controls.  Being a controls engineer, I tend
to see everything as a feedback system.  Medicare and medical insurance in
general are two factors which suppress the feedback loop from the patient to
the doctor.  When one has a good insurance policy, by working for a big
company for instance, it removes the negative aspect (cost) of
over-consuming health care.  My own company has a policy which pays for a
prole to go see the doctor every year.  So I do.  No reason, no
justification, but no reason to not.  So I do.  My doctor knows she has a
good paying customer, my insurance company, so she spends way too much time
with me, when she knows there is nothing wrong.  Then of course the LOLs who
really do need medical help don't get it.  Even I can see this system is
broken.  In response our government is breaking it.
