Just removing the battery will do. Switching off alone is
insufficient. Another additional annoyance is randomly 
changing IMEI (maybe with a grace period to allow
for some shift in location), and remixing IMSI from a 
prepaid pool (labor-intensive, and limited).

Notice you can run Tor (e.g. ORBot) on your phone, so you 
can uncouple your online activities from your physical
location.
