Woohoo!  I voted for that.  It's a good idea: those who use dope are not
criminals.  I would agree it might lead to increased risk of a doper
becoming a criminal, but the act of using dope in itself shouldn't be a
felony.  If a prole has plenty of money to cover any externalization of
risk, using dope shouldn't even be a misdemeanor.
