[ExI] Driverless cars for law enforcement

A point that I don't remember anyone mentioning, is that driverless
cars have cameras pointing all around. This implies that when used on
police patrol duties they could be fining every casual traffic law
infringement. What a money raiser for towns!
If this is allowed, it will force human drivers to change into using
driverless cars only. The changeover could be quicker than we expect.
