Whatever restrictions are put in place, someone and somewhere else will
ignore them the way Americans have to go overseas to get certain treatments
and drugs.

There will never be any agreement in this area, certainly not if committees
are used.

A version of Murphy's Law may apply here:  whatever can be done will be
done, and then we will have to judge the effects on humanity then.  For me,
I'd just let everyone roll the dice.
