I am not an HVAC expert, Bill, but my first thought is that your thermostat might be in a less than ideal location. Thermostats operate by adjusting the overall temperature of the entire living space, based on the temperature of the small localized region that they are placed.

This can lead to sampling bias. So perhaps your thermostat is directly across from window that receives direct sunlight during the summer or shares a wall with an electrical appliance that operates more frequently during the summer? Something like a refrigerator or an electric fan?
