[ExI] NSA and idle curiosity

Here is a quote from The Girl in the Spider's WEb - Lisbeth Salander; by
another author, Lagercrantz, not the original STieg Larssen

"He..was.. in charge of ' monitoring strategic technologies'- more
cynically known as industrial espionage, that part of the NSA which give
the American tech industry a helping hand in global competition."

We know China and Russia do this and hand the information to their
industries and military.  Do we?  Surely we hack into the militaries, but
private business?  And then give the info to our own private businesses,
and if so, how do they pick which ones to get the very valuable info?

Or is this like the book - fiction?
