Sigh.  It is possible that humans could be involved in making up the
cargo stacks in 300 km LEO before they are pushed up to a construction
orbit around 2000 km.  And perhaps in maintaining the chemical tugs in
LEO that move the stacks.

But the radiation at 2000 km is (I think) way too high for humans to tolerate.

So I expect it will be all robots for construction.

PS.  I don't like this situation.  But I don't at this poing know of
any other way to build power satellites where they are not banged up
by junk as they are being moved into place.  Ideas on this topic are
welcome.
