It is so poorly written as to kind of hard to parse but my  
interpretation is that he is he is trying to "revoke" everything  
listed. In part A he revokes the executive order. But in parts b and  
c, he is trying to revoke sections 1057 and 1082 of the National  
Defense Authorization Act of 2018 & 2019.
