It's an interesting question of objective scientific fact whether the
distribution of chess ELO scores of trans-women looks more like the
distribution of the chess ELO scores of cis-men or cis-women. The
International Chess Federation might reasonably be expected to be the best
source of real world data on this question.

I would think the consistent heuristic would be that, in just about any
competitive environment, trans-women should be grouped with the cis-group
whom their score distribution most resembles.
