Daniel the USA is in for a hard lesson on that. Once a building is used for that purpose, it is difficult or impossible for the public to take back. There are plenty of one-way roads in the destruction process. San Francisco is a pathetic poster child in what happens when a society decides to decriminalize crime. The result is crime.
Now businesses are fleeing once-prosperous areas. That is not easily reversed. I am hearing the commercial real estate in the San Fran biz district has a high vacancy rate. A decade ago, it was nearly impossible to get office space down there. Now you can, for a steep discount.
