Because they think that there is no one else who can
do a better job.

They're dead wrong, but that's what they think.  NASA
suffers from a similar mental box.  (Read corruption,
simple incompetence, or whatever else you want as the
cause of that; the problem's certainly big enough to
have multiple causes.)
