Under the new policy, the director of the Office of Global Health 
Affairs will determine, in consultation with agency officials, which 
scientists will be allowed to participate in expert panels of the World 
Health Organization (WHO).

The director of that office is William Steiger, who has a doctorate in 
Latin American history and has participated in international health 
negotiations for the HHS.

The new policy would allow WHO to request particular scientists to 
participate on panels, but the HHS Global Health Affairs Office would 
have to approve those requests.

Approved scientists will then be expected to act as "representatives of 
the US government."
