[extropy-chat] Beyond Caution, VP Summit statement

Greetings everyone,

Having finally started to update my website, and knowing that some of you 
have not explored the VP Summit site, I thought I'd provide a pointer to my 
statement for that event. It complements the later "Proactionary Principle" 
but doesn't overlap. That statement, "Beyond Caution" is here:
