Brian is right that you can't force Verizon to give you a static IP, but  
they may sell you one for some extra money.

Or you can fake a static IP address through a dynamic DNS redirector like  
http://www.no-ip.com/. This is a really cool and low cost way to host a  
website on your home PC even with a dynamic IP address. Less than 10$ per  
year for the basic service.
