Worse. A good % of them are French citizens.
Evidently their culture, their unemployment,
the social 'divide' between them and the rest
of French citizens, are the causes.

But I would say that the problem is bigger.
And worldwide. The power of single nations, 
and single governments, is very limited now,
due to the increasing dynamical complexity
of everything.
