What would the logistics be to just fill New Orleans in with gravel and 
build on top? Get the level higher than the maximum level of Lake 
Ponchartrain. Gravel would ship by barge from the entire Mississippi basin.

The max depth is quoted at 20 feet. The city was 80% flooded to an 
average depth of 6 feet I think. Is that more volume or less volume than 
the Hoover Dam? Yes this approach would require writing off the existing 
infrastructure in most of New Orleans (roads, sewers, utilities.) But 
it's often cheaper to start from scratch than it is to repair old 
infrastructure.
