to seduce someone he thought was a teenage girl, the authorities said...

Since this kind of thing was not really possible before the internet, it is
a new crime.  Since he wasn't actually seducing a teenage girl but only
thought he was doing so, it is technically a thought crime.  We can imagine
most *new* ways to offend will be thought crimes.  Orwell mighta been right
after all.
