You might in principle be able to make it use an arbitrarily small amount of
_power_ (assuming the state of your circuit elements is stable for an
arbitrarily long time, there are no leakage currents etc - AFAIK these
aren't realistic assumptions with known forms of computronium), but running
slower means you have to run longer; what's your proposal for using an
arbitrarily small amount of _energy_?
