Yes.  A deal was cut with the mafia in WW2 for both intelligence and  
counter-intelligence purposes.  By all accounts, it was an effective  
arrangement.

As repayment for his help, the US released the mafia boss from prison  
on the condition that he be deported back to Sicily even though he  
had lived in the US since childhood.
