For what it's worth, Paypal does _not_ allow you to transfer your
banking account across countries. You must close out your account in one
country before you can use that same email address in another country.
Using different email addresses doesn't help, unless you have different
countries billing addresses to different credit cards. Generally, you
must have your current country billing address attached to a particular
credit card.
