I left off part of  the solution to root cause 2;

Universal access to the full university reseach databases for all taxpayers,
not just grads and alumni.
That hoard of baby boomers who will bankrupt medicare and die a slow ageing
unnecessarily are not as dumb or need proection from themselves as the
regulators would have it.
