That is a big question. The psychological part of HCI is more or less 
built on old psychophysics (how does perception and action scale as a 
function of the inputs? - typical questions are error rates as function 
of font size) and cognitive models of decisionmaking. Typical HCI 
textbooks do contain a lot of cognitive science models of how users 
function, trying to use them to predict what will work.
