Yes, in the US you do have punitive damages in civil cases.
In Europe, we have nanny-states with politicians bureaucrats that
*especially if they are not corrupted* have nothing to win, and much to
lose, by accepting any level whatsoever of risk, and stamping their
acceptance thereof, so possibly becoming escape goats in PR nightmares.
Hey, am I speaking as a libertarian here? :-)
Or perhaps the truth is that we should trust China to be relatively exempt
from both the dissuasive factors above.. :-)
