[ExI] Fermi Paradox and Transcension

Even in the case we will build a black hole civilization, we will likely
want a constant flow of stuff from the Universe to our black hole. An
infrastructure of a matter providing machines all around.

Just like vegetables, water and so on comes to our cities every day. No sewage
system, though.

We don't see such an proactive black hole anywhere, either.
