The water's used for much more than farming.  It's also
used to sustain cities.

That said - even if the water cost much more than it now
does, would seawater greenhouses be cost-competitive
once you add in all the costs and factor in the low
yields?  Assuming one can grow the same plants: the
market for lettuce is not the market for kelp, unless one
can make a *very* close kelp-based lettuce analog.
