Yup, I advocated making cars moral proxies of their drivers in a talk two years back:

In practice this is likely to be resolved by some committee deciding on an official good enough solution, and of course by engineers actually making the cars safe enough: ethics only happens in the weird borderland beyond safety or if there are unintended consequences.
