Yes, if the first option is just sending robots.

Even ignoring safety and return considerations (which are too large to
practically ignore), sending a human means sending life support, means
sending several tons - and, possibly, resupply missions - that would
otherwise be unnecessary.  Sending extra tons to Mars is expensive.
