Whether or not there is sufficient evidence (there is in the eyes of those
who gave the orders, and that's what counts), the mechanism is the police
arresting people who aren't wearing masks.  Most likely, they would confine
their results to the most egregious cases, such as people running mass
close-contact public events (which are likely to cause spikes in
coronavirus cases).
