The now-disgraced Mississippi state flag, with its inclusion of the
Confederate battle flag is being replaced.  A committee has looked at all
the submissions and made the first cut, eliminating those with Kermit the
Frog, Elvis, beer cans, crawfish, and so on.

But a proposal that had a giant mosquito surrounded by a circle of stars
has survived the first cut.

Maybe the reference is to the percentage of people on welfare.
