No, a person who randomly loots and destroys is usually termed a vandal or a looter. (Maybe you meant loots an dc randomly destroys as looting seems to not be random. Also, the person filmed didn’t seem to be looting.)

Not the last word on the subject, but you might start here rather than simply using the term as a synonym for something you don’t like:
