[ExI] facial recognition software

I see where Amazon, Microsoft, and IBM have started refusing to sell this
software to police depts. until the issue is settled at the federal level.

I am of two minds about that software:  to some extent it keeps us safe by
identifying perps for the cops to bring in.

But it is also an invasion of privacy, and I think that outweighs the good
usage above.
