The guy featured in John's post should never have been hired as a police
officer.  I am reading articles about how cops need to be trained
differently and so on, and that is certainly needed.

However, John's bully would have been caught rather easily if some
background checks had been in place.  If not, the personality tests would
have shown what kind of character he was, and then kept him out of police
school altogether.

I am not saying that personality tests are 100% accurate, but it would
catch some of the bullies, racists, and so on.

This is one reason I am saying that we need more money for the police
dept., not less.  Hiring consultants, testing and interviewing, will take a
good chunk of money, and probably at first only large cities will be able
to do that.

Does anyone know of a police dept. that does this sort of thing?  To me,
this is a no-brainer.  Get bad guys in and no amount of training and
education will change their character.
