He supposedly had a kill switch that would release his damaging materials
if he died. If so, it seems like killing him would be risky.

He was 75 years old and I don't know what his health was like, but if he
thought he'd never be free again, killing himself to avoid that while
pointing the blame at those out to get him seems like something he might
have considered.
